Pham Manh Hung On the basis of clarifying and establishing the theoretical framework, the author seeks to analyze the case study of South Korea in attracting qualified Korean diasporas to develop science and technology for each period. It aims to analyze and evaluate the situation of attracting qualified Korean diasporas to develop science and technology while making clear of the context and practical conditions of Vietnam at present, and especially comparing the main similarities and differences between Vietnam and South Korea. The book has discovered that South Korea, with a string of sound policies to attract qualified Korean diasporas that were developed in line with the specific context and practical conditions of each development stage, along with the country’s robust socio-economic institutions, successfully exploited its potentials and advantages on both national and international scales, thereby turning the initial human capital outflow of brain drain into a highly-skilled workforce, in particular human resources in science and technology, to serve the development process of the country, and helping South Korea quickly become a developed and prosperous nation based on science and technology innovations.
